A magnitude-7.7 quake off Indonesia's Flores Island kills at least 20, with early counts diverging as high as 38
- The quake struck about 5:58am local time on Aug 15, epicenter roughly 68 km north-northwest of Ende in East Nusa Tenggara, at about 10 km depth.
- Three strong aftershocks — magnitude 5.9, 5.6 and 6.1 — hit within a half hour, and tsunami waves under one meter were recorded.
- Death tolls diverged the same day: several outlets reported "at least 20" killed while an Associated Press account put it at "at least 38."
- The Associated Press "38" figure was repeated across many member stations, but it traces to one wire report, not to independent counts.
- Officials warned the toll is likely to climb as rescue crews reach outlying areas.
Spin:
- Axis of division: not partisan — it is early official count versus a higher on-the-ground tally, a question of count provenance.
- Lower-count telling: an initial official figure of about 20 dead, expected to rise.
- Higher-count telling: a single wire account reporting at least 38.
Omissions
- No source sets the "at least 20" and "at least 38" figures side by side or explains the gap; whether the higher count includes aftershock deaths is unstated.
- Building-collapse and displacement figures are absent this early from all coverage.
- No right-of-center or Indonesian-domestic primary count (from BNPB or BMKG) surfaced in the reachable coverage — a spread limit on a story that is otherwise non-partisan.

What it could mean
- Take "20 dead" as the figure, and the counter is the higher 38 count and officials' warning the toll will rise.
- Assume mass casualties, and the counter is that the tsunami stayed under a meter and the quake was shallow but offshore, limiting some onshore damage.
- The count is a floor, not a settled figure; the divergence is timing and provenance, not slant.
